In the early years, the US Air Force ran its UFO investigations through Project Grudge. Its files were handled by the Air Technical Intelligence Center at Wright-Patterson Air Force Base. Grudge filed the 1949 Rogue River disc as an aircraft. It took a quick look at the 1950 Mariana film and called the objects reflections from two F-94 jet fighters. Then came September 1951 and the Fort Monmouth radar sightings, after which Maj. Gen. Charles P. Cabell demanded answers. Lt. Edward J. Ruppelt took over the reorganised project in November 1951, and in March 1952 it became Project Blue Book.
