Edward J. Ruppelt was the Air Force officer who led Project Blue Book. He arrived in Lubbock in late September 1951 as a lieutenant with Project Grudge. He came to question professors who had watched a formation of lights pass overhead. In 1952, as a captain, he rebuilt the Mantell case from damaged microfilm and settled on a classified Navy Skyhook balloon. That same summer, during the Washington, D.C. flap, Truman's air aide phoned him while the President listened on another line. His 1956 book, The Report on Unidentified Flying Objects, left the Washington sightings as unknowns.
