Project Sign was the Air Force programme that gathered flying saucer reports in 1948. Credible cases like Kenneth Arnold's sighting helped bring it into being, and it was later followed by Grudge and Blue Book. That year brought the Mantell incident, the Chiles-Whitted encounter and the Gorman dogfight. After the Gorman case, Sign investigators arrived within hours. They took sworn statements, collected sketches and checked the Mustang with a Geiger counter. In the Mantell case, Sign first blamed Venus. J. Allen Hynek later rejected that answer.
