January 1953. A study group set up by the CIA met to look at the flying saucer question. It came to be called the Robertson Panel, and the road there ran through the 1952 Washington, D.C. UFO Flap. The panel screened the Tremonton UFO Film and decided the lights strongly suggested birds, probably seagulls. Luis Alvarez had it run several times, and J. Allen Hynek objected. It judged the objects in the Mariana UFO Film to be reflections from aircraft. It also looked back at the Foo Fighters of World War II and suggested St. Elmo's fire or light reflected from ice crystals.
