The Air Technical Intelligence Center, ATIC, sat at Wright-Patterson Air Force Base outside Dayton, Ohio. In early 1950 it handled the files of Project Grudge. Then a light appeared almost over the investigators' own heads. It studied Hart's negatives from the Lubbock Lights and found roughly 20 spots in a V, moving within the formation. The 1952 Passaic photographs of George J. Stock went into its archives. In November 1960, Col. Philip C. Evans of the center named Mars the most probable culprit behind the Red Bluff sighting.
