A civilian group, the National Investigations Committee on Aerial Phenomena looked into sightings the Air Force had brushed aside. In October 1961, its astronomer Walter N. Webb questioned Betty and Barney Hill for six hours. He concluded they were telling the truth. In Santa Ana in 1965, its Los Angeles subcommittee under Idabel Epperson judged Rex Heflin's photos authentic. After the Portage County chase in 1966, NICAP investigator William B. Weitzel rebutted the Air Force point by point. NICAP also called the Trindade Island frames one of the potentially most significant series of UFO photographs on record.
