Project Blue Book's man at the top in the mid 1960s. Hector Quintanilla, first a major and later a lieutenant colonel, signed off on some of the most famous cases in the files. After Socorro in 1964, he wrote that Lonnie Zamora's sighting was the best-documented case on record, still unexplained. His other verdicts drew fire. At Exeter in 1965, Blue Book pointed to Operation Big Blast. In the Portage County chase of 1966, he told the sheriff the deputies had chased Venus. He refused to change that finding. In 1968 at Minot, he suggested a plasma of the ball-lightning class.
