A Caltech physicist and CIA consultant. Dr. H. P. Robertson chaired the secret panel that came to bear his name. Wednesday, 14 January 1953, in Washington, D.C. Over four days, he and his colleagues, among them Luis W. Alvarez, Samuel Goudsmit and Thornton Page, examined 23 cases out of 2,331 Air Force records. One of them was the Tremonton film, shot by Navy Chief Photographer Delbert Newhouse in July 1952. Navy analysts had ruled out birds. The panel said seagulls. The archive also links him to the foo fighters reported by Allied crews in World War II.
