The Office of Naval Intelligence turns up in the paper trail of several naval sightings. In 1949 the Navy sent Charles B. Moore's theodolite report from Arrey, New Mexico up the chain. A letter of 20 May 1949, signed by J. R. Ruhsenberger, went to the Chief of Naval Operations for the office. Decades later, its name came back. An Office of Naval Intelligence briefing dated 1 May 2020 included the Mosul orb footage from Iraq. Corbell said the same briefing showed the USS Russell and USS Omaha videos. The briefing went out over classified networks on November 4, 2021.
