Canada's National Research Council served as the country's clearing house for sightings. In 1967 or 1968 it took over the government's UFO files, with Millman running them under the heading "Non-Meteoric Sightings." It joined the RCMP and RCAF in the Falcon Lake investigation. The Duhamel landing rings came to its files as unsolved. In 1974 an RCMP officer sent his measurements of Edwin Fuhr's Langenburg rings to its offices in Ottawa. Fairy rings were reportedly put forward there as the cause. Its suggestion that the Clarenville object was Jupiter got a flat rejection from the constable, who asked how a planet could cast a shadow on the water.
