This memorandum from committee staff, dated July 21, 2023, was sent to members of the House Subcommittee on National Security, the Border, and Foreign Affairs. It announces a July 26, 2023 hearing in 2154 Rayburn House Office Building titled "Unidentified Anomalous Phenomena: Implications on National Security, Public Safety, and Government Transparency." It says the hearing will examine firsthand pilot and official accounts, how pilots report UAP, and government transparency. The listed witnesses are Ryan Graves, David Grusch and Commander David Fravor (Ret.).
This is the written testimony that Ryan Graves, a former Navy F-18 pilot and founder of Americans for Safe Aerospace, submitted to a House Oversight subcommittee for its first public hearing on UAP. It gives three main arguments: UAP are grossly underreported, stigma silences pilots, and overclassification hides data. Graves describes regular UAP encounters in his VFA-11 squadron near Virginia Beach in 2014, including a near miss with a cube inside a sphere. He calls for pilot reporting, an empowered investigation and declassification.
