MEMORANDUM July 21, 2023 To: Members, Subcommittee on National Security, the Border, and Foreign Affairs From: Committee Staff Re: Subcommittee hearing titled “Unidentified Anomalous Phenomena: Implications on National Security, Public Safety, and Government Transparency” On Wednesday, July 26, 2023, at 10:00 AM ET in 2154 Rayburn House Office Building, the Subcommittee on National Security, the Border, and Foreign Affairs will host a hearing titled “Unidentified Anomalous Phenomena: Implications on National Security, Public Safety, and Government Transparency.” I. BACKGROUND: Recent declassifications, the creation of the All-domain Anomaly Resolution Office (AARO), and the National Aeronautics and Space Administration’s (NASA) upcoming report have spurred widespread public interest in unidentified anomalous phenomena (UAP). With the Federal Government spending increasingly more taxpayer dollars investigating these instances, Congress must conduct thorough oversight to prevent waste, fraud, and abuse and to ensure the safety of the American public. II. HEARING PURPOSE: This hearing will examine firsthand accounts from former pilots’ and officials’ UAP experiences, the reporting mechanisms for commercial and military pilots, and assess government transparency relating to public safety and the implications to national security.
