H.R. 10111, the UAP Whistleblower Protection Act, was introduced in the U.S. House of Representatives on November 12, 2024 by Mr. Burchett with Ms. Mace, Mrs. Luna and Mr. Burlison. It was referred to the Committee on Oversight and Accountability and to the Intelligence and Armed Services committees. The bill amends federal law so that disclosures about using federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material are protected. The protection covers civilian employees, the FBI, the armed forces, DoD and civilian contractors, and the intelligence community.
3 •HR 10111 IH (b) FBI.—Section 2303(a)(2) of title 5, United1 States Code, is amended—2 (1) in subparagraph (A), by striking ‘‘or’’ at3 the end;4 (2) in subparagraph (B), by striking the period5 and inserting ‘‘; or’’; and6 (3) by inserting after subparagraph (B) the fol-7 lowing:8 ‘‘(C) the use of Federal taxpayer funds to9 evaluate or research unidentified anomalous10 phenomenon material.’’.11 (c) DEPARTMENT OF DEFENSE.—12 (1) ARMED FORCES.—Section 1034(c)(2) of13 title 10, United States Code, is amended by adding14 at the end the following:15 ‘‘(D) The use of Federal taxpayer funds to16 evaluate or research unidentified anomalous phe-17 nomenon material.’’.18 (2) DOD CONTRACTORS.—Section 4701(a)(1)19 of title 10, United States Code, is amended by add-20 ing at the end the following:21 ‘‘(D) The use of Federal taxpayer funds to22 evaluate or research unidentified anomalous phe-23 nomenon material.’’.24 VerDate Sep 11 2014 02:27 Nov 13, 2024 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H10111.IH H10111 ssavage on LAPJG3WLY3PROD with BILLS
