H.R. 10111, the UAP Whistleblower Protection Act, was introduced in the U.S. House of Representatives on November 12, 2024 by Mr. Burchett with Ms. Mace, Mrs. Luna and Mr. Burlison. It was referred to the Committee on Oversight and Accountability and to the Intelligence and Armed Services committees. The bill amends federal law so that disclosures about using federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material are protected. The protection covers civilian employees, the FBI, the armed forces, DoD and civilian contractors, and the intelligence community.
4 •HR 10111 IH (d) FEDERAL CIVILIAN CONTRACTORS.—Section1 4712(a)(1) of title 41, United States Code, is amended2 by inserting after ‘‘a gross waste of Federal funds,’’ the3 following; ‘‘the use of Federal taxpayer funds to evaluate4 or research unidentified anomalous phenomenon mate-5 rial,’’.6 (e) INTELLIGENCE COMMUNITY.—Section 1104 of7 the National Security Act of 1947 (50 U.S.C. 3234) is8 amended—9 (1) in subsection (b)(1)—10 (A) in subparagraph (A), by striking ‘‘or’’11 at the end;12 (B) in subparagraph (B), by inserting ‘‘or’’13 after the semicolon; and14 (C) by inserting after subparagraph (B)15 the following:16 ‘‘(C) the use of Federal taxpayer funds to17 evaluate or research unidentified anomalous18 phenomenon material;’’; and19 (2) in subsection (c)(1)(A)—20 (A) in clause (i), by striking ‘‘or’’ at the21 end;22 (B) in clause (ii), by striking the period at23 the end and inserting ‘‘; or’’; and24 VerDate Sep 11 2014 02:27 Nov 13, 2024 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H10111.IH H10111 ssavage on LAPJG3WLY3PROD with BILLS
