H.R. 10111, the UAP Whistleblower Protection Act, was introduced in the U.S. House of Representatives on November 12, 2024 by Mr. Burchett with Ms. Mace, Mrs. Luna and Mr. Burlison. It was referred to the Committee on Oversight and Accountability and to the Intelligence and Armed Services committees. The bill amends federal law so that disclosures about using federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material are protected. The protection covers civilian employees, the FBI, the armed forces, DoD and civilian contractors, and the intelligence community.

WHISTLEBLOWER PROTECTIONS FOR DISCLOSURES1 RELATING TO THE USE OF FEDERAL TAX-2 PAYER FUNDS TO EVALUATE OR RESEARCH3 UNIDENTIFIED ANOMALOUS PHENOMENON4 MATERIAL.5 (a) FEDERAL CIVILIAN EMPLOYEES.—Section6 2302(b)(8) of title 5, United States Code, is amended—7 (1) in subparagraph (A)—8 (A) in clause (i), by striking ‘‘or’’ at the9 end;10 (B) in clause (ii), by striking the comma at11 the end and inserting ‘‘, or’’; and12 (C) by inserting after clause (ii) the fol-13 lowing:14 ‘‘(iii) the use of Federal taxpayer15 funds to evaluate or research unidentified16 anomalous phenomenon material,’’; and17 (2) in subparagraph (B)—18 (A) in clause (i), by striking ‘‘or’’ at the19 end; and20 (B) by inserting after clause (ii) the fol-21 lowing:22 ‘‘(iii) the use of Federal taxpayer23 funds to evaluate or research unidentified24 anomalous phenomenon material; or’’.25 VerDate Sep 11 2014 02:27 Nov 13, 2024 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H10111.IH H10111 ssavage on LAPJG3WLY3PROD with BILLS
