This declassified U.S. Air Force file contains the final report of Project Twinkle, dated 27 November 1951 and written by Louis Elterman of the Geophysics Research Division, together with related correspondence. The project was set up to investigate the green fireballs and other light phenomena around Holloman AFB and Vaughn, New Mexico, and it was run with Askania cameras. The report calls its findings essentially negative and recommends no further funding. In March 1952 the Directorate of Intelligence declined to declassify it.

The attached report on project "Twinklo" has been carefully reviewed by the Directorate of Intelligence with a view to its possible declassification and preparation of a suitable press release. 2. It is not considered appropriate to declassify the project at this time since no definite conclusions have been reached concerning the origin or nature of the phenomenon which have been investigated. It is believed that a release of the information to the public in its present condition would cause undue speculation and give rise to unwarranted fears among the populace such as observed in previous releases on unidentified flying objects. This results from rehearsal when there has been no real solution. This project is part of a larger program which is known as project "Grudge" and which has been established to investigate reports of all unidentified flying object sightings. Project "Grudge" is still in the investigative analysis stage and has not yet been thoroughly evaluated. Until such time as it is possible to correlate the information from all such related incidents, it is not considered advisable to declassify any portion of the overall program. 3. However, the Directorate of Intelligence will continue its past policy of treating each incident as a separate case and will recommend the release of information on sightings which appear to warrant publication.
