This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

## Devils Lake N. Dak. April 17, 1961 Federal Bureau of Investigation Washington D.C. Dear Sirs, I recieved this letter in the mail some time ago and was at a loss what to do with it. As there are so many subversive organizations around I do not want to give any information that may have a bad affect on our government. I am not a Communist by any means and have no desire to give information to them. I would like to know if this is a legal organization or what. Also the unidentified flying objects we saw I will be glad to give the information to your office if you want it but I dont think it could have any value now. ## Yours truly /s/ T. C.
