Directorate of Science and Technology (“DS&T”), the Directorate of Support
(“DS”) and the Director of CIA Area (“DIR Area”).
The DI is the CIA directorate that analyzes, interpretsand forecasts foreign
intelligence issues and world events of importance to the United States. It is
responsible for producing finished intelligence reports for dissemination to
policymakers in the United States Govemment. Appropriately trained personnel
regularly conduct FOIA and other searches of the DI records system as part of
their nonnal duties.
The DS&T is the CIA directorate that creates and applies technology to fiilfill
intelligence requirements. The DS&T also maintained records produced by the
Foreign Broadcast Infonnation Service, the primary collector of foreign open-
source information for the United States Government until the establishment of
the DNI Open Source Center in 20056. Open-source information is infonnation
that is generally available to the public, such as foreign newspapers, periodical
publications, and television and radio broadcasts. Appropriately trained personnel
regularly conduct FOIA and other searches of the DS&T records system as part of
their normal duties.
The NCS is the organization within CIA responsible for the clandestine collection
of foreign intelligence infonnation from human sources. The NCS records system
contains information on persons or entities that are of foreign intelligence or
counterintelligence interest to the CIA and other United States Govermnent
