This Central Intelligence Agency memorandum, signed by the Senior Director of Scientific Intelligence and dated 13 October 1955 in the archive record, is about a reported sighting of flying saucers or unconventional aircraft. A delegation member who was among four observers saw lights that rose vertically and passed overhead, and the memo judges that his account cannot be relied on. It also recalls that a group led by Mr. Robertson explained most U.S. sightings and found no threat. It notes Project Y, an unconventional aircraft being developed under John Frost.

are confirmed, it should not be deemed that these international airways had actually lost flying from the U.S. and were the source of U.S. public agitation. 4. The UAS is supporting a Project Y at two Aircraft Ltd. in search for the development of unconventional conventional aircraft. However, this development is still in the early research and developmental stages with three or more years being required before the production of a first prototype. If the development proves out successful, the calculations indicate that with an aircraft might have a very high collision (up to 100,000 feet) with speeds up to 1,000 miles per hour, a range of 760 miles and rate of climb or 120,000 feet a minute. A vertical take-off characteristic would, of course, be extremely valuable. Project Y is being directed by John Frost. The flight is reported to have put in its original idea for the flying machine from a group of Governors just after World War II. The controls may also have obtained information from this Group group. (It is suggested that you call General Stanford to report on the progress of the Air Force project at the DC testing.) R. G.
