This Central Intelligence Agency memorandum, signed by the Senior Director of Scientific Intelligence and dated 13 October 1955 in the archive record, is about a reported sighting of flying saucers or unconventional aircraft. A delegation member who was among four observers saw lights that rose vertically and passed overhead, and the memo judges that his account cannot be relied on. It also recalls that a group led by Mr. Robertson explained most U.S. sightings and found no threat. It notes Project Y, an unconventional aircraft being developed under John Frost.

INVESTIGATION FOR: Director of Festival Intelligence INVESTIGAT : Flying Sensors of Unconventional Aircraft 1. A delegation from Prigus, C-103, called 13 October 1952 reported the sighting of two flying察察 or diso-111a unconventional aircraft. An interview with the member of the four observers of these aircraft called to confirm in several respects the information given in the delegation. 2. No observations were limited to sighting the lights which initially came vertically and then approached the train and passed over head at a high altitude. It failed to observe the body of the object and had no feeling as to whether it was real, disillusion or even square. His only reason for considering an unconventional matter to the object was that it was vertically and approved to glide in a manner while any attempt he led previously seen. However, in view of the fact that it was dusk, that he thought the aircraft quite high (900 feet) and that his observations were undoubtedly conditioned by the unconventional nature that he had seen a flying cancer, too much confidence cannot be given to his observation. The fact that no noise he heard may also have influenced his opinion on the unconventional characteristic of the object. It also failed to confirm the existence of the brain official following the incident. It is my belief that the unconventional alone could not confirm the existence of any unconventional aircraft. However, he was not in a position to have to give a look as were the other members of the party. A very careful interrogation of the other members is in order. 3. The years ago, Mr. Robertson headed a group which investigated U.S. tightness of flying exercise. This group was able to explain almost all the sightings and reached the conclusion that these pictures represented no threat to the security of the U.S. Even if the present sightings
