This Central Intelligence Agency memorandum, dated 1967, answers a speed letter of 30 January 1967 requesting analysis of UFO photographs. Analysts examined copy prints rather than originals, comparing grain, edge sharpness and changes in image size between prints. They concluded that the photographs could not establish whether the object was a genuine UFO or a model. Several factors were said to fit the model theory, and the memo noted that analysing the original photographs might allow a definite conclusion.

SUBJECT: Answer to Request of Seed Letter dated 30 January 1967 (2) Steroconcept analysis of the UPO and its relationship with the surrounding branches, pole, and core station. (3) Dynamic analysis of the relative movement of the system including camera station and UFO. ## 4. Conclusion: No definite. To decide the authenticity of the image as being a UFO is not possible from the furnished prints. It is possible that an analysis of the original photograph would provide useful information which would enable a definite conclusion. Associated facts such as the familiar resistance to diseases or their original photographs, the convenient location of the nine frames through which the photographs were taken and the different cases in scale of the UFO images between print two and five which is most easily explained with a model tends to coincide with the model theory. No definite conclusion no to whether the object is either a model or a genuine UFO can be offered at this time.
