H.R. 5231, the Safe Airspace for Americans Act, was introduced in the U.S. House of Representatives on September 9, 2025 by Mr. Garcia of California with three cosponsors. The bill would require the FAA Administrator to set up procedures for civilian aviation personnel to report, archive and investigate unidentified anomalous phenomena incidents and to share them with the All-Domain Anomaly Resolution Office. It also protects reporters' medical and airmen certificates, bars reprisals, and defines UAP and transmedium objects.
4 •HR 5231 IH (e) COMMUNICATIONS STRATEGY.—Not later than1 180 days after the date of enactment of this Act, the Ad-2 ministrator shall produce and implement a communica-3 tions strategy to—4 (1) engage the public and publicize the report-5 ing process described under subsection (a); and6 (2) decrease stigma towards individuals submit-7 ting information to the Administrator under this8 section.9 (f) REPORTING SYSTEM.—10 (1) IN GENERAL.—Not later than 180 days11 after the date of enactment of this Act, the Adminis-12 trator shall select whether reports submitted under13 this section shall be received through—14 (A) the Aviation Safety Reporting Pro-15 gram in effect as of the date of enactment of16 this Act; or17 (B) a new and separate system similar to18 such Program that is established to exclusively19 receive report of potential unidentified anoma-20 lous phenomena.21 (2) CONSIDERATION.—If the Administrator22 makes a selection under paragraph (1)(A), not later23 than 1 year after the date of enactment of this Act,24 the Administrator shall consider whether to update25 VerDate Sep 11 2014 19:20 Sep 12, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H5231.IH H5231 ssavage on LAPJG3WLY3PROD with BILLS
