H.R. 5231, the Safe Airspace for Americans Act, was introduced in the U.S. House of Representatives on September 9, 2025 by Mr. Garcia of California with three cosponsors. The bill would require the FAA Administrator to set up procedures for civilian aviation personnel to report, archive and investigate unidentified anomalous phenomena incidents and to share them with the All-Domain Anomaly Resolution Office. It also protects reporters' medical and airmen certificates, bars reprisals, and defines UAP and transmedium objects.
3 •HR 5231 IH management system and radar data, that could be1 used to aid in such investigations; and2 (5) evaluate the threat that such incidents3 present to the safety of the national airspace system.4 (b) COORDINATION.—In carrying out the require-5 ments of this section, the Administrator shall coordinate6 with the heads of other departments and agencies of the7 Federal Government, as appropriate, including the Sec-8 retary of Defense, the Director of National Intelligence,9 the Administrator of the National Aeronautics and Space10 Administration, the Secretary of Homeland Security, the11 Administrator of the National Oceanic and Atmospheric12 Administration, the Director of the National Science13 Foundation, and the Secretary of Energy.14 (c) ALL-DOMAIN ANOMALY RESOLUTION OFFICE.—15 The Administrator shall share the reports and all incident16 archived information and data submitted under this sec-17 tion with the All-Domain Anomaly Resolution Office of the18 Department of Defense.19 (d) PROHIBITION AGAINST USE OF REPORTS FOR20 ENFORCEMENT PURPOSES.—The Administrator may not21 use reports submitted under this section (or information22 derived therefrom) in any enforcement action except infor-23 mation concerning accidents or criminal offenses.24 VerDate Sep 11 2014 20:50 Sep 15, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H5231.IH H5231 ssavage on LAPJG3WLY3PROD with BILLS
