This is a Federal Aviation Administration preliminary report dated September 25, 2023, from the Department of Transportation. Boston ARTCC said JetBlue 811, flying westbound from Boston to Chicago at FL360 near Rome, New York, reported multiple orbiting lights at its 12 o'clock position that looked like aircraft landing lights near the Big Dipper. Flights LXJ652, DAL2685, CMP422 and UAW5WR reported similar sightings. The crew took no evasive action, and law enforcement was not notified.
