This is a Federal Aviation Administration preliminary operations report dated April 17, 2023, titled FFT1164 UFO-UAP Activity. It says Washington ARTCC advised that Frontier flight 1164, an A321 flying from Orlando to Philadelphia at FL350 near Southern Pines, North Carolina, reported an unidentified aerial phenomenon off its left side 14 miles south of the Sandhills VOR. The phenomenon was described as two intermittent flashing lights traveling southeast at FL350. No law enforcement notification was reported.
