This is a Federal Aviation Administration Skywatch incident report dated May 17, 2023, now closed, filed by Houston Center (ZHU). The crew of CJT906, a Boeing 767-200 on a commercial flight from MMGL to CVG, reported an unidentified aerial phenomenon while heading northeast at FL390, 5 NM north of VCT. The crew described three white lights heading west at about FL450. They said the lights moved west for 3 to 5 seconds and then immediately went back to where they started.
