This 1970 USAF Office of Information file from the 21st Air Division at Hancock Field, Syracuse, collects community relations correspondence. It includes Enrico Grimaldi's report of faint star-like objects seen over Commack, Long Island on November 21, 1970, and Major Francis C. Moriarty's reply. The reply notes that Project Blue Book ended December 17, 1969, so the Air Force would not investigate. The file also holds a draft article on NORAD and SAGE, survey requests, thank-you letters and press tour messages.

General Williams is also commander of 31 units in the 21ST Air Division. Wearing his air division hat, the General's mission is to command, administer, train, equip, and generally prepare for their performance air force units located in the northeastern part of the United States, some radar squadrons in Canada, air bases in Greenland, and a fighter squadron plus radar squadrons in Iceland. In addition, this air division commander also has operational responsibility for some air national guard units to insure they are properly trained and that their maintenance procedures are in accordance with air force standards. Wearing his division hat, General Williams provides the aforementioned units to other operational commanders for the purpose of providing defense. He provides the units within the northeast to himself because, wearing his second hat, he is NORAD REGION commander for the northeast. Of note, the General also provides a fighter squadron and radar squadrons at the tip of northern Maine and also in Canada to the 22ND NORAD REGION located at North Bay, Ontario. This region has a command post similar to SAGE in Syracuse only with a Canadian in command. In their operational capacity, these units perform their air defense role under the Canadian leader. They report to him. And respond to him. In addition, the General also provides two fighter squadrons and a radar squadron to a Navy commander who is charged with the operational mission (in the battle, so to speak).
