This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

Mr. T. C. Sable Devils Lake, North Dakota Dear Mr. Sable: Your letter of April 17, 1961, with enclosures, has been received, and the interest which prompted you to write is appreciated. Although I would like to be of service in regard to your inquiry, information in FBI files must be maintained as confidential due to regulations of the Department of Justice. I regret that I am unable to answer your inquiry and hope you will not infer in this connection either that we do or that we do not have the specific data you requested. I am sending a copy of your letter and enclosures to the Director of Special Investigations, Department of the Air Force Building Tempo E, 4th Street and Adams Drive, Southwest, Washington, D. C. The material which you forwarded with your communication is being returned, and enclosed is some information on the general subject of communism which may be of interest.
