This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

NOTE: Neither the correspondent nor Orvil R. Hartle are identifiable in Bufiles. The National Investigations Committee on Aerial Phenomena is listed in the Washington, D.C., telephone director. Bufiles contain no information concerning it; however, in February, 1959, we had an inquiry concerning the National Investigations Committee for Unidentified Flying Objects. No action was taken in regard to this inquiry as the individual requesting the information had previously suffered from mental illness. (62-0-58633 Mr. T. C. Sabie
