This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

Mr. T. C. Sabie Devils Lake North Dakota Mr. Sabie Pernit me to introduce myself. I am Orvil R. Hartle, chairman of Indiana Unit #2, NICAP. NICAP is the abbreviation for National Investigation Committee on Aerial Phenomena. This is a scientific investigative organization which has been established for several years. The purpose of this organization is to obtain factual information to be used in the cracking of censorship on the matter of UFO's (unidentified flying objects). On March 20, 1961, I interviewed your brother Norman. Norman is a personal friend of one of the members of our organization, Mr. George Linnell, who assisted in the interview. During the course of the interview, Norman volunteered information concerning a sighting (of a UFO) that you and he made in early November, 1928. At that time you were driving cattle near Milton, North Dakota. Needless to say, Mr. Sabie, any additional information you might add to the report and testimony that Norman has already given would be greatly appreciated. The information that you give may be the link in solving the great UFO mystery. Enclosed you will find an official NICAP report form; which we of Indiana Unit #2 would appreciate having you fill out for the national headquarters of NICAP. If you decide to fill out the form (and we sincerely hope that you do) will you please return it to me by return mail. I believe that the questions are self- explanatory.
