This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

Melil to San Francisco Richard Hall Buffalo indicate that in 1950, Dr. Stranges listed himself as President, International Evangelion Crusades, Inc., with headquarters at 8101 Macall Way, Palo Alto, California. In view of the information received from Mr. Hall, it is felt desirable to locate Dr. Stranges, advise him that the Bureau has received information on a number of occasions that he has been giving the impression that he is or has been an employee of the FBI. He should be admonished to cease making any such statements or in any way implying that he is associated with the Bureau. San Francisco is instructed to attempt to locate Dr. Stranges and admonish as indicated above or set forth appropriate leads for another office to do so. Results should be returned to reach the Bureau no later than 5-27-82. NOTE: See Morrell to DeLoach memo dated 5-3-62 captioned as above.
