This FBI file on the National Investigations Committee on Aerial Phenomena (NICAP) covers correspondence and internal memos from 1961 to 1964. It contains citizen inquiries about the group, NICAP's reports about Dr. Frank E. Stranges implying he had FBI ties, and a request from New Orleans about an employee joining. The Bureau notes it never investigated NICAP. It calls some of director Donald Keyhoe's writing irresponsible and decides the FBI's name should not be connected with the organization.

Confidential individual sent to me letter and material relating to Dr. rank E. Strangus. Copies of his correspondence and enclosures are being forwarded your office. This material in States recent addresses for Dr. Frank Strangus of 3181 Lincoln Way, Delo Alto, California, and Box 252, Venice, California. You will note this material indicated Dr. Strange has given the impression he is a former member or special investigator of the FEI. Based on similar information received in October, 1860, the Senate Office was requested to conduct an impersonation investigation concerning Dr. Stranges who had appeared in Seattle, Washington. Several persons were identified and gained the impression that Dr. Stranges was a former lieutenant for the FBI. However, after being questioned, each stated that Dr. Stranges made no actual statement that he had worked for the FBI but had actually a former special investigator and continuously referred to the FBI in the past. Since Dr. Stranges had made no actual allegation, the matter was reeled further at that time.
