This Defense Intelligence Agency talking paper, dated 2 January 2009, was prepared ahead of a 5 January 2009 visit so the agency could brief Senator Reid on the Advanced Aerospace Weapon System Applications contract if he raised it. It says Senators Inouye and Reid sponsored 2008 appropriations language directing DIA to study foreign advanced aerospace threats. Bigelow Aerospace Advanced Space Studies was the only bidder and won the contract on 22 September 2008. The paper reports the work on schedule and within cost, with technical reports due by July 2009.

(U) PURPOSE: To provide ith the current status of the Advanced Aerospace Weapon System Applications contract should Senator Reid raise the topic. 2. (U//FEJU □~ BACKGROUND: Senator Inouye (O-HI) and Senator Reid (D-Ncv) sponsored language in the July 2008 Supplemental Appropriation bill for DIA to investigate foreign advanced aerospace weapon threats from the present out to 40 years in the future. Senator Reid has a deep interest in the potential threat posed by unconventional aerospace technologies; that is, technologies that are a radical de arture to those used in current advanced aerospace vehicles. In response to this tasking, the (b)(3):10 USC 424 ublished a request for proposals (RFP) on 18 August A receive on y one 1 , rom igelow Aerospace Advanced Space Studies (BAASS), in response to the RFP. l(b)(3):10 usc 424 !determined that the proposal was responsive and the contract signed on 22 September 2008. Since the Director's meeting with Senator Reid on 13 November 2008, the following items have been completed per the contract. 3. (U) TALKING POINTS: • (U//P@Uil) Program Management Plans. BAASS submitted the 12 technical area program mana ement lans (PMPs) on 21 November 2008. The Defense Security Service conducted a site inspection on the BAASS facility on 17 December 2008. The inspection was completed satisfactorily and the facility clearance process is expected to be completed shortly. • (U/'Ri?Pfa.i Contract is on track. The contract is currently proceeding on schedule and within cost. The technical reports wilt be under subcontract by February 2009 and completed by the end of July 2009.
