This Foreign Broadcast Information Service cable from FBIS Okinawa, dated 19 February 1993, relays a Kyodo news report. It was released by the Central Intelligence Agency in 2000. According to the report, Japan's Ministry of International Trade and Industry planned a research institute, likely set up in 1995, for the scientific study of art, culture and parapsychology, including telepathy and UFOs, for use in next-generation industry. A MITI panel was collecting brain wave data and would draft an interim report by May.
