The Central Intelligence Agency and the Air Force conspired to cover up surveillance of military bases by unidentified flying objects, according to William H. Spaulding, director of Ground Saucer Watch, a UFO study group. Spaulding says he can back his allegation with 1,000 pages of documents obtained last month from the CIA through a Freedom of Information Act suit. "We have information to categorically prove the government is lying and that significant findings have been suppressed," said Spaulding, a Phoenix, Ariz., aerospace engineer.
