This undated CIA memorandum for the record, approved for release in 2001, sets out how an Office of Scientific Intelligence division would handle its new responsibility for non-conventional air vehicles, or UFOs. ASD would keep raw reports that bear on foreign weapons research, and the Fundamental Sciences Area would review those touching foreign science. All other reports would be destroyed. Citing Blue Book Special Report 14, the memo recommends destroying the raw and obsolete UFO reports held by Electronics Division.

The procedure stated in 2 a., b., c., and d. will prevent the accumulation of reports which experience and Reference 2 have shown cannot be analyzed in a manner useful to OSI in carrying out its mission. 4. It has been recommended that the raw intelligence and the obsolete finished reports on U.F.O. now filed in Electronics Division be destroyed.
