This Central Intelligence Agency memorandum for record on flying saucers is dated 3 December 1952 and marked secret. It was approved for release in 2001. Most of the text is redacted. Its surviving conclusion is that a scientific review of the problem would probably need the full backing of the DCI. Without that backing, the writer judged it would likely be impossible to get the Air Force cooperation needed, particularly access to reports. A routing and record sheet addressed to AD/SI is attached.
