This Central Intelligence Agency dispatch, dated 20 May 1953, went from the Chief of Base in Berlin to the Chief of Mission in Frankfurt. It concerns the LOCASSOCK project and Helmut Ernst Julius Ohlbrecht. It quotes two earlier reports saying Ohlbrecht was suggested to Dr. Otto John to head a special BFV office, and that he was also working as a ZIPPER agent. The dispatch calls the security implications extremely risky and asks for comments. It was declassified in 2005 under the Nazi War Crimes Disclosure Act.

ROB1-3572 - dated 12 May 1953 2 - The following is an extract from Reference 1: An employee of whose name is Halaut Rail Ernest Julius OHLERMETT. has been suggested by a official stationed in Berlin, (phon), to Dr. Otto JOHN, Chief of the Bundesverwaltungsservice, as head of a special BFV office. This office which may already be in existence, is supposed to be entirely separate from the main BFV office and to be charged with special assignments for Dr. JOHN. Nothing is known about the actual nature of those special assignments. reasons that, since Dr. JOHN is strongly pro-SPD, he may be interested in penetrating ZIPPER and other groups operating under the auspices or with the approval of the Federal Government. This, however, is severally conjectural... 2 - The following is an extract from Reference 2: Perhaps the first point to note here is that a ZIPPAx agent, CHLBROHE, is also working for who in presumably running a GAIRAIN operation; the extent or KIRPER knowledge of the operation and implications to KUBARK security should be considered... 3 - The security implications contained in the above situation appear extremely risky. Subject appears to be a professional intelligence operator who could certainly detect U. S. backing of LOGASSOCK if given the mission. 4. We will appreciate your comments on this matter.
