This undated Central Intelligence Agency memorandum was sent to the Commissioner of the Immigration and Naturalization Service in reply to a request for derogatory information on Nicolae Malaxa, a Romanian industrialist. It reviews certified Romanian records supplied in 1949 on Malaxa's behalf. It covers claims that he collaborated with Germany, his links to the Iron Guard and his arrest after the 1941 revolt, and compensation arranged by the Communist-dominated government. It also reports his continued financial support of exile groups. The document contains no UFO material.
wl. During a conference held in &merest (sic) in june or July 1946, and vhich I attended as official representative of the JOIST mare the RIMS, and at which were also present Mt. Henry Soreanu, Mr. Basil Starnes= and Mr. Romulus Bunsen, acting as representatives of the Malawi works, and Mri. Alenendrini, Minister of Finance of Romania, it was decided, as a result of the official decision of the Rumanian Govermvent that Mr. Solara would be paid in lei by the Ministry of Finance as a compensation for the large Has= rollingsdll which vas part of the supplies de- livered to USSR under the terms of the ,:rmistice. The Ministry of Finance authorised the Selma Works to receive theso sums provided that their equivalent should be paid to Mr. Mal= by the HICEM end the JOINT in U. S. dollars or Swiss francs in May York or in Zurich. This decision had been reached because the Ministry of • Finance did not have at its disposal the necessary amount in U. S. dollars or Sidilis francs in order to reimburse Mr. Male:m.6s had been provided by the official decision. "In order to make the transferpossible the Minister of Finance issued a . qournal of the Council of Ministers' which au- thorised this operation. °2. I moreover declare that, acting in my capacity as offi- cial representative LS Rumania of the JOIST and of KUM, I uade this transfer arrangement on my own initiative and responsibility, without special authorization of asr centrel services and without instruct/ma from private persons. •3. All following transfers which took place under this agree- ment were ands by Mr. licnri Screens, SE representative of the Malan& Worts, on one hand, and by myself as official representative of JOINT and RICEM in Rumania, an the other hand.
