This is a secret memorandum for the Director of Central Intelligence from Colonel Donald H. Galloway, Assistant Director for Special Operations. It summarizes a conference held at the FBI on 18 July 1946 about handing responsibility for intelligence coverage in Latin America from the FBI to the Central Intelligence Group. The two agencies agreed to form joint working committees to identify FBI assets that could be transferred. The committees' work would lead to a coordinated takeover plan that avoids gaps in operations.

3. Mr. Tamm expressed several times the general attitude of the Director of the FBI, Mr. Hoover. No stated Mr. Hoover folt that if the FBI were to get out of Latin America it should got out as quickly and as expeditiously as possible. This point of view was appreciated by the representatives of CIG who insisted, however, that FBI coordinate its withdrawal with the CIG entrance so that continuity might be preserved. Mr. Tamm agreed that FBI should not withdraw from a given area without consultation and agreement by CIG. 4. The conference resulted in the following arrangements. The FBI will appoint a working committee which will meet with a working committee designated by CIG. This joint committee will determine the FBI assets in Latin America and what part of them may be transferred to the CIG, the desires and plans of FBI covering the withdrawal of their personnel and facilities. Based upon the work of these two committees the Operations Branch will draw up a detailed plan for taking over the secret intelligence coverage in Latin America. After the approval of this plan by the Director of CIG, it will then be submitted to the Director of FBI for his information and consideration. After agreement by the two agencies this plan will be the guide for a coordinated transfer of responsibility from FBI to CIG. DONALD H.
