This Central Intelligence Agency file, dated 29 September 1975, collects Office of Security memoranda written while the Senate Select Committee was investigating the Agency. Staff were told to alert former employees about possible committee contact over Project MERRIMAC/RESISTANCE, and the file answers committee questions about Hayes International and Bay of Pigs pilots. It also records staff interviews about CIA name checks at NSA and a Justice Department request for records on domestic electronic surveillance. It contains no material on UFOs.
V a... 6. In response to direct questioning, Mrs. Hoover stated that she does recall conducting checks on Carmichael. She stated that she did not know why such checks were requested and did not remember when they were made. Mr. Richard asked me if I knew why they were conducted, and I informed him that I did not know that such checks were conducted. Mr. Richard then asked me why we would conduct checks on such individuals, because Carmichael certainly would not have been an applicant with CIA. I advised Mr. Richard that we may have conducted such checks because his name may have come up in connection with an investigation of some foreigner of interest in an opera- tional capacity or to corroborate reports or allegations that he may have had some connection with a foreigner that was of interest to this Agency. 7. Mr. Richard asked Mrs. Hoover if she had ever checked the NSA files on certain civil rights and other American o ganizations. He identified a number of them and in/8355, with one exception, Mrs. Hoover did not recall making any checks. Included in these organizations were such groups as Women Strike for Peace, and several Vietnam anti war organizations, etc. Mrs. Hoover stated that she recalled checking on CORE, inasmuch as she received a request indicating that a person was alleged to have been a member of CORE and was asked if she could confirm that information in NSA files. 8. Mr. Richard was advised by the undersigned that it was our policy not to conduct extensive checks of Americans at NSA because of the limited information that NSA had on Americans. At this point, both Mrs. Hoover and the undersigned were asked if we conducted checks on Americans for Operation CHAOS; we both responded that we did not, to the best of our knowledge. We were then asked if we received requests for checks from either Mr. Angleton or Richard Ober. We both replied that we did not recall having received any direct request from either of these two gentlemen. I was then asked if I had any dealings with either of these two gentlemen at any time. I responded that I had, in connection with the previous assignment, received requests for security clearances over the signature of Mr. Richard Ober; Mr. Richard did not pursue the question further.
