(U//A-I-H-9) CIA Wins Livshits Lawsuit
(U//firl'Ufi') On 28 April 2003, the US District Court for the District of Columbia granted CIA's motion for -
summaryjudgment in a FOIA lawsuit brought against the Agency by Inna Livshits of New York. Ms. Livshits had
sued the Agency because she alleged "since 1979 various agencies of the federal govemment have been involved in
an elaborate conspiracy to murder her and her son," and wanted all CIA material relating to the alleged conspiracy.
The CIA found no records about the plaintiff or the alleged conspiracy. Ms. Livshits produced one document that
she obtained from the Department of State, which was a 1979 cable from the US Embassy in Rome requesting the
FBI, CIA, and State Department perform a "USSR Refugee Name Check" on the plaintiff. The plaintiff argued that
the existence of the document "infers that the CIA has a record of a felony committed by various US,Government
agencies..." The court granted CIA's request for summary judgment, which is a request for dismissal of the case,
because her assertions were "fantastic or delusional scenarios and are clearly baseless."

(U//AJ-U-Q-) History Student Wants Information on Roswell Incident and Picture of DCI
(U//A-l-U-9) A student from Woodland, California submitted a FOIA request that began "Recently in my US History
class we learned about the l940s..." She asked for information on the alleged UFO crash in Roswell, New Mexico,
"Operation Majestic" -- also known as Majestic 12, -- and about Area 51 in Nevada. She concluded with a request
for a picture of George Tenet for her family's "Wall of Fame."
0 Students from Woodland, California have been sending in similar letters since 1997. CIA has received
nine so far this year. The record was in 2000 -- when we received 27 letters fiom Woodland students. The
letters have the same elements -- Roswell, UFOs, Area 51, and most conclude with a request for a picture
of George Tenet.
