This Central Intelligence Agency transcript, dated 4 October 1990, reproduces a Moscow News report on a planned Soviet news bulletin, UFO and Anomalous Phenomena. Editor-in-chief Sergey Rybakov, who studied in Felix Zigel's group at the Moscow Aviation Institute, says the distributor Soyuzpechat had not yet approved it. The first issue was to include a transcript of two cosmonauts describing what they saw in space and a Bermuda Triangle story. The report notes funding troubles and fears that the military might block publication.
