This Central Intelligence Agency message, dated 22 January 1991, carries the second part of an English translation of reader letters from the Moscow newspaper Rabochaya Tribuna of 15 January 1991. It gives a letter from Yu. Yefstafyev of Leningrad. He proposes that the Krasnoyarsk radar station, which no longer has a military use, be turned into a center for UFO observation and research, possibly with foreign experts. The paper's military section asks readers to keep sending suggestions for a panel of specialists to review.
