This Central Intelligence Agency routing slip, dated August 1958, is attached to an August 20, 1958 letter from Donald Keyhoe of NICAP to CIA Executive Officer J. S. Earman. Keyhoe asks what role the CIA plays in UFO investigations. He also requests the full classified 1953 report of the scientists' panel and an interview with a CIA official. The routing note says the Air Force is the only agency qualified to speak on UFOs and suggests referring Keyhoe's letter to it.

Cear Dr. Zarman With the approval of Board members with whom I have discussed the situation, I am writing again to ask what part the Central Intelligence Agency plays in the official investigation of the unidentified flying objects. Since January 1953 I have been aware of the fact that the Centre Intelligence Agency assembles a group of scientists at the Port to examine the evidence on UPS and to decide or suggest a course of action. Several months ago I was questioned by an investigator of the McClellan Subcommittee on Government Operations. During one of the several interviews in which I gave the subcommittee mass of verified evidence, I told the investigator of the 1953 meeting of scientists and suggested that he ask for the copy the official report. Later he told us that the Air Force explained that this was not Air Force document and that they would have to ask the approvance the agency involved. On still another occasion the investigator told us that this had proved to be the Central Intelligence Agency that he had been sent a summary of the full report, which was classified. Until that time, the Air Force had officially denied the existence of any such document. However, shortly after I had the verifier from the McClellan subcommittee investigator, the Air Force atitted that there was such a document, as I had old med. With a short time they released what they said was a summary of the main points, and the conclusions of the scientists. No matter was made of the connection with the Central Intelligence Agen
