This Central Intelligence Agency routing slip, dated August 1958, is attached to an August 20, 1958 letter from Donald Keyhoe of NICAP to CIA Executive Officer J. S. Earman. Keyhoe asks what role the CIA plays in UFO investigations. He also requests the full classified 1953 report of the scientists' panel and an interview with a CIA official. The routing note says the Air Force is the only agency qualified to speak on UFOs and suggests referring Keyhoe's letter to it.

From Keyhoe. Major Tacker will be very glad to answer both letters along the lines he has previously discussed with Keyhoe, i.e., the Air Force is the executive agency and, in fact, the only agency qualified to speak on unidentified flying objects. Furthermore, Major Tacker assures me that he has advised he hoe that the remaining portions of the report are not only Secret but do not deal with unidentified flying objects. 2. Both the above statements are true and I suggest we write a letter to Keyhay telling it that we have referred his letter to Keyhay FOLD HERE TO RETURN TO SENDER
