This Central Intelligence Agency memorandum, from Frederick C. Durant to the Assistant Director for Scientific Intelligence and dated 16 February 1953, is the report on the Office of Scientific Intelligence Scientific Advisory Panel on Unidentified Flying Objects, which met January 14 to 18, 1953, under Dr. H. P. Robertson. It gives a history of the meetings and the panel members' comments on cases such as Tremonton and Great Falls. The panel found no direct threat to national security and recommended an educational program to strip UFOs of their special status.

conclusions reached. A general discussion followed and tentative recommendations considered. It was agreed that the Chairman should draft a report of the Panel to AD/SI that reporting for review by the Panel the next terming. The meeting adjourned at 1715. At 09:45 the Chairman opened the meeting and submitted a rough draft of the Pact Report to the members. This draft had been reviewed and approved earlier by Dr. B. Blythe. The next two and one-half hours were concentrated in discussion and revision of the draft. At 11:00 the AD/BI joined the meeting and reported that he had shown and discussed a copy of the final rough draft to the Director of Intelligence, USAF, whose reaction was favorable. At 12:00 the meeting was adjourned. At 1/1/00 the of both and final meeting of the Fural was opened. Discussion and reconciling of certain matters of the Reporter occurred the first hour. A copy of the Final report is appended at Tab C. This was followed by a review of very accomplished by the Fural and restatement of individual Fural numbers and suppressions on details that were first in reply for consideration in the Final report. It was agreed that the values would be appropriate these details in an Article to the 40/01. The main final report was then presented.
