This Central Intelligence Agency memorandum, from Frederick C. Durant to the Assistant Director for Scientific Intelligence and dated 16 February 1953, is the report on the Office of Scientific Intelligence Scientific Advisory Panel on Unidentified Flying Objects, which met January 14 to 18, 1953, under Dr. H. P. Robertson. It gives a history of the meetings and the panel members' comments on cases such as Tremonton and Great Falls. The panel found no direct threat to national security and recommended an educational program to strip UFOs of their special status.

b. That vigorous effort should be made to classify as many of the reports as possible. 0. That some increase in the ATIC content devoted to U,F,O. analysis was indicated. This meeting was adjourned at 1700. FRIIDAY MONTH The fifth session of the Final convened at 0900 with the same parcelanol present as enumerated for Thursday (with the exception of Ertg. Gun. Garland). From 0900 - 1000 there was general discussion and study of reference material. Also, Dr. Lynck read a prepared paper making certain observations and conclusions. At 1000 Mr. Fournet gave a briefing on his fifteen months experience in Washington as Project Office for U.F.O.'s and his personal conclusions. There was considerable discussion of individual case histories of sightings to which he referred. Following Mr. Fournet's presentation, a number of additional case histories were continued and discussed with Mossers, Fournet, Ruppolt, and Lynck. The resting adjourned at 1200 for lunch. ## BRAZIL AFRICA This session opened at 1400. Becidon Fonol members and CIA personnel, Dr. Kynck was present. Dr. Mlady V.
