This CIA memorandum from the Office of Scientific Intelligence, dated February 1965, analyzes reported UFO incidents from November 1964. It concludes there was no high altitude, ultra-high-speed UFO. It finds that the object a US Navy F-8C pilot saw on 19 November was probably a delta-wing fighter, possibly on MiG-21 reconnaissance during missile test firings. Also attached is a 1958 memo from Herbert Scoville, Jr. that refers a Photographic Intelligence Center report on a Mr. Fine's UFO photographs to the Air Force.

Attachments, 1 Feb 55 1. Detailed analysis of the At 19 November 1964 and review of associated correspondence indicate that there was, in fact, no high altitude ultra-high-speed UFO north of during the period. There were, however, apparently valid tracks and/or observations of unidentified aircraft in the vicinity of them on 15, 17, 18, 19, and 24 November 1964. 2. Relative to the incident during the evening of 19 November, the US Navy F-8C pilot was able to distinguish the object as a delta shape the size of a jet fighter, reported it as having much higher performance, and estimated object speed to be in excess of Mach 3. The reported a radar track in excess of 3x00 knots. a. During this incident, were presentation. Analysis of the photographs show a good track in excess of 300 m. The object in question. The object was flying a course about 105° relative to the at a relative speed of 405 km.
