This CIA memorandum from April 1952 was signed by Philip G. Strong, Deputy Assistant Director. It was sent to Major Carl R. Hart at Headquarters United States Air Force and passes on a letter from Thomas B. Scott, Jr. of Lake View, South Carolina, together with the Agency's reply. Scott had described signaling an object in the sky on 2 April 1952. The reply says the Agency is interested but that the Air Force is responsible for identifying such objects, so the letter was forwarded to it.

Mr. Thomas B. Scott, Jr. Box 71 Lake View South Carolina Dear Mr. Scott: Thank you very much for your letter describing your signaling of an object in the sky on 2 April 1952. This Agency is interested in these events; however, the United States Air Force is responsible for identifying all such objects in carrying out their defense activities.
